Directing the joint committee on government and finance to make
a study on school transportation.
Whereas, the expense of transporting students to and from
school and for both curricular and extra curricular trips is a
major expense for school systems; and
Whereas, parents and students must often raise money to
enable students to partake of valuable learning experiences
because of the expense of student transportation to locations
other than the school; and
Whereas, restrictive laws and policies for the transporting
of students are intended to protect student health and safety,
but also contribute to the high cost of student transportation;
therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government and finance is hereby
directed to conduct a study on school transportation; and be it
Further Resolved, That the said joint committee on
government and finance shall conduct the study and prepare a
report of its findings, conclusions and recommendations together
with drafts of any legislation necessary to effectuate its
recommendations; and be it
Further Resolved, That the joint committee on government and
finance report to the regular session of the Legislature, 2004,
on its findings, conclusions and recommendations, together with
drafts of any legislation necessary to effectuate its
recommendations; and be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and draft necessary legislation
be paid from legislative appropriations to the joint committee on
government and finance.
